Three foreigners were arrested for working illegally as food delivery riders after checks were carried out on 375 delivery workers in Singapore over the past few weeks.
The arrests were announced by Sun Xueling, who is senior minister of state for transport, as well as Koh Poh Koon, who is senior minister of state for manpower.
In a Aug. 18 , Sun wrote: "Over the past weeks, Singapore Ministry of Manpower conducted island-wide enforcement operations against illegal delivery riders, based on complaints and feedback on hotspots from National Delivery Champions Association’s regular engagement with delivery workers."
Locals to be investigated as well
The video said NDCA regularly receives feedback from delivery riders about locations where illegal food delivery work is carried out and shares the information with the Ministry of Manpower (MOM).
The government is also investigating the locals who abetted these foreigners to undertake illegal delivery work, Sun added.
The NDCA represents those whose main source of income is from food or package delivery.
Only Singaporeans and permanent residents can work as delivery personnel for food delivery applications in Singapore.
Delivery workers who allow their accounts with delivery services companies to be used by unauthorised parties are flouting the law.
Those found to have done so will be liable for an abetment offence.
Foreigners who work in Singapore without a valid work pass may be fined up to S$20,000, jailed for up to two years, or both.
Local abettors who allow foreigners to use their accounts may face the same penalties.
Foreigners who are found guilty to have carried out illegal work may also be barred from working in Singapore.
"These operations are essential to deter illegal platform work, even as the Platform Workers Trilateral Group develops its recommendations," Sun added.
A trilateral work group was formed in July 2025 after a call by the labour movement to look into foreigners illegally doing delivery work and impacting the earnings of local platform workers in Singapore.
The work group consists of MOM, Ministry of Transport (MOT) and Grab Singapore, as well as the National Trades Union Congress (NTUC) along with its affiliated associations.
