A condominium property manager dishonestly misappropriated funds from the estates he was in charge of on 69 occasions, totalling S$20,663.73.

When his acts were discovered, he had already spent the money to pay off his debts.

Loh Nguang Chye, 55, was sentenced to 36 weeks in jail after pleading guilty to charges of criminal breach of trust and possession of benefits from criminal conduct.

He initially also faced two charges under the Massage Establishments Act 2017 for hiring a woman as a masseuse without approval at his massage establishment and failing to ensure that his masseuse did not provide any sexual service to any individual in the establishment.

Took money from condo residents for himself
Court documents seen by Mothership said Loh was a property executive cum property manager at the time of the offences.

His job duties included overseeing operations at several property developments managed by the company, collecting payments from property residents, and handling all payments to the respective property’s Management Corporation Stata Title (MCST) office.

Between Jan. 28 and Dec. 5, 2022, Loh repeatedly asked residents to hand him cash or transfer money into his personal PayNow account instead of the MCST’s bank/PayNow account.

He took a total of S$20,663.73 on 69 occasions.

Manager found out
Sometime in December 2022, a senior manager at Loh's company was tallying the monies collected by the respective MCST offices in the estates under Loh's care when she discovered discrepancies between the funds collected and the accounting records provided by the MCST offices.

On Dec. 11, 2022, she confronted Loh, who admitted to dishonestly misappropriating the monies.

She then granted him 10 days to pay back the money, but he failed to do so.

His employment was terminated, and the manager reported him to the police on Dec. 29, 2022.

Investigations later revealed that Loh had used the misappropriated monies to repay his debts and for his personal expenses.

Following his termination, the company and one of the complainant’s ex-colleagues received repeated harassment calls from his creditors.

Court documents said he made partial restitution to the company of S$4,500, paid in three instalments of S$1,500 on Sep. 23, Nov. 27 and Dec. 5, 2025.

Helped acquaintance use his bank account to receive money
Loh was also found to have met with an acquaintance known as “Alvin” sometime in September 2022, who requested to use his bank account to receive his gambling winnings.

Alvin had told him that he would receive cash deposits into his OCBC Account and that his role was to withdraw the cash and hand it to an unknown female person, who would then pass it to Alvin.

He agreed, and between Dec. 29 and 30, 2022, received S$7,650 across 19 separate transactions in the OCBC Account.

All 19 transactions were received from different bank accounts belonging to different account holders.

Loh then withdrew the money from the OCBC Account at ATMs immediately after each deposit.

At the end of each day, he handed the withdrawn cash to an unknown person as instructed by Alvin.

Money coming from those deceived
Loh's acts were discovered when a report about loan harassment was lodged with the police on Sep. 26, 2022, by a 26-year-old working as a childcare teacher.

She informed the police that one unknown Chinese subject had visited her unit to collect a loan, according to court documents.

On Sep. 21, 2022, she had enquired about a loan online via Facebook. She provided her personal particulars, tenancy agreement, payslip, workplace contact details, and bank account number to an unknown, unlicensed moneylender.

Two days later, she received a loan agreement from the unlicensed moneylender, but indicated her refusal to continue with the loan application.

Despite that, she subsequently received a cash deposit of S$700 into her bank account.

On Sep. 25, the unlicensed moneylender deceived her into believing she had taken a loan from them and needed to repay it.

They also sent her a text message instructing her to transfer S$1,000 she owed to an unknown OCBC bank account number, which was later revealed to belong to Loh.
